การศึกษาเรื่องแนวทางการเสริมสร้างความเข้มแข็งขององค์กรชุมชนเพื่อแก้ไขปัญหาความยากจนของอำเภอดอนมดแดง จังหวัดอุบลราชธานี เป็นการวิจัยและพัฒนา (Research and evelopment) มีวัตถุประสงค์การวิจัยเพื่อศึกษาสภาพความเข้มแข็งขององค์กรชุมชนเพื่อแก้ไขปัญหาความยากจนของอำเภอดอนมดแดงจังหวัดอุบลราชธานี เพื่อหาแนวทางการเสริมสร้างความเข้มแข็งขององค์กรชุมชนเพื่อแก้ไขปัญหาความยากจนของอำเภอดอนมดแดงจังหวัดอุบลราชธานีเพื่อเสริมสร้างความเข้มแข็งขององค์กรของชุมชนและสร้างเครือข่าย ในด้านการวางแผน การกำหนดวิสัยทัศน์ นโยบาย การกำหนดยุทธศาสตร์ และการจัดทำแผนบูรณาการแก้ไขปัญหาความยากจนของชุมชนอำเภอดอนมดแดง จังหวัดอุบลราชธานี และเพื่อสรุปบทเรียนการปฏิบัติตามแผนแม่บทชุมชน และรูปแบบการบริหารงานขององค์กรชุมชน ที่ทำให้การเสริมสร้างความเข้มแข็งขององค์กรของชุมชนประสบความสำเร็จหรือล้มเหลวของอำเภอดอนมดแดงจังหวัดอุบลราชธานีเก็บข้อมูลจากสมาชิกองค์กรชุมชนในอำเภอดอนมดแดงจำนวน 400 ตัวอย่าง เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถาม ข้อคำถามสัมภาษณ์ ใช้การวิเคราะห์ข้อมูลใช้ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และใช้การวิเคราะห์เชิงเนื้อหา

ผลการวิจัยพบว่า สภาพความเข้มแข็งขององค์กรชุมชนเพื่อแก้ไขปัญหาความยากจนของอำเภอดอนมดแดงอยู่ในระดับมาก ประชาชนเป็นสมาชิกองค์กรชุมชนหลากหลายกลุ่มตามความสนใจ มีความต้องการพัฒนาระดับความเข้มแข็งให้ดียิ่งขึ้น ผ่านกระบวนการเรียนรู้ร่วมกันของสมาชิกองค์กรชุมชนและหน่วยงานภาครัฐที่อยู่ในพื้นที่ ประชาชน หน่วยงานภาครัฐ และองค์กรชุมชนในพื้นที่ดอนมดแดงมีระดับการมีส่วนร่วมในการทำกิจกรรมทางสังคมที่เป็นเอกภาพ มีเป้าหมายการพัฒนาอำเภอดอนมดแดงในทิศทางเดียวกัน และร่วมกันยกร่างแผนพัฒนาองค์กรชุมชนในอำเภอดอนมดแดง มีทิศทางการพัฒนาที่สอดคล้องกับแผนพัฒนาพื้นที่ของหน่วยงานภาครัฐในอำเภอดอนมดแดง

This study developed an approach to strengthen a ccommunity organization by resolving poverty problem,of Donmoddaeng District, Ubon Ratchathani Province. The study employed R&D (Research and Development) research design to conduct the study. The purposes of this research were to: 1) investigate the strength of community organization for resolving the poverty problem of Donmoddaeng District, Ubon Ratchathani Province. 2) Seek for the approach to promote strengthening community organization for resolving the poverty problem of Donmoddaeng District, Ubon Ratchathani Province. 3) promote strengthening community organization and cooperate a community network in planning, stating vision and policies and strategic planning including developing the integrating plan for resolving poverty problem of Donmoddaeng District, Ubon Ratchathani Province and, 4) conclude the effects of the implementation of community master plan and management patterns in community organization of Donmoddaeng District, Ubon Ratchathani Province which promotes strengthening community organization Research samples were 400 community organization members in Donmoddaeng District. The instruments employed for gathering the data were a questionnaire, interviews, and behavior observation form. The statistic used for analyzing the data were percentage, mean, and content analysis. The results of the study indicated that the strength of community organization for resolving the poverty problem of Donmoddaeng District was marked at a high level. People were members of various community organizations according to personal interests. They wanted to develop the strength level through the process of learning together with members of community organizations and government agencies. People, government agencies, and community organizations in Donmoddaeng District had a unified level of participation in social activities. They shared the goal in common in developing Donmoddaeng District. They cooperated in planning the strategical development plan in community organizations in Donmoddaeng District, which related to the area based development plans of the government organization in Donmoddaeng District.
