การศึกษาครั้งนี้เป็นงานวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม โดยมีวัตถุประสงค์เพื่อศึกษาการเตรียมความพร้อมของ ชุมชนในอนุภูมิภาคลุ่มน้ำโขงเพื่อรองรับสังคมสูงวัยขอบเขตการศึกษา ชุมชนอำเภอเขมราฐ จังหวัดอุบลราชธานี โดยแบ่งการศึกษาเป็น 4 ขั้นตอน คือ 1) ศึกษาสภาพการณ์และต้นทุนเดิมของชุมชน 2)พัฒนาศักยภาพของชุมชนอย่างมีส่วนร่วมเพื่อรองรับสังคมสูงวัย 3) ทดลองต้นแบบชุมชนเพื่อรองรับสังคมสูงวัย 4) ประเมินผลและแก้ไขปรับปรุงให้สอดคล้องกับบริบทของชุมชน กลุ่มตัวอย่างคือ ผู้นำชุมชน ผู้สูงอายุ จำนวน 100 คนเครื่องมือในการเก็บรวบรวมข้อมูลคือ แบบสอบถามการเตรียมพร้อมเข้าสู่วัยผู้สูงอายุวิเคราะห์ข้อมูลใช้สถิติพรรณนา ผลการศึกษาพบว่า กลุ่มตัวอย่างมีการเตรียมความพร้อมเพื่อรองรับสังคมสูงวัยอยู่ในระดับปานกลางร้อยละ 38.41 แต่เมื่อพิจารณารายด้าน พบว่า ด้านสังคมอยู่ในระดับดีร้อยละ 72.31 ด้านที่อยู่อาศัยและสิ่งแวดล้อม และด้านสุขภาพอยู่ในระดับปานกลางร้อยละ 61.57 และ 57.30 ตามลำดับ ส่วนด้านเศรษฐกิจอยู่ในระดับต่ำร้อยละ 68.53 ระบบและกลไกเพื่อรองรับสังคมสูงวัยขององค์การปกครองส่วนท้องถิ่นพบว่ามีกิจกรรม/โครงการและงบประมาณสนับสนุนในการดำเนินงานสำหรับพัฒนาคุณภาพชีวิตผู้สูงวัยการพัฒนากิจกรรมอย่างมีส่วนร่วมเพื่อรองรับสังคมสูงวัยได้แก่ การออมเงินในวัยทำงาน การออมต้นไม้ การปรับสภาพแวดล้อมที่อยู่อาศัยและการพัฒนาสวนสาธารณะรองรับสังคมสูงวัยปัญหาและอุปสรรคในการเตรียมความพร้อมเพื่อรองรับสังคมสูงวัยส่วนใหญ่เกิดจาก ขาดการส่งเสริมอาชีพผู้สูงอายุ การปรับสภาพสิ่งแวดล้อมให้เหมาะสมสำหรับผู้สูงวัย และการออมเงินเพื่ออนาคต ข้อเสนอแนะเชิงนโยบาย: การเตรียมความพร้อมด้านสถานที่สาธารณะที่เหมาะสมกับผู้สูงอายุการฝึกอาชีพสำหรับผู้สูงอายุ และการเพิ่มช่องทางในการจำหน่ายสินค้าชุมชน

This study was a participatory action research aiming to study the preparation of communities in the Greater Mekong Sub-region to support an aging society. The scope of study Khemrat district community, Ubon Ratchathani province. The study was divided into 4 steps: 1) To study the original situation and costs of the community 2) To develop the potential of the community with participation in order to support the aging society 3) Experiment of a community model to support the aging society 4) Evaluate and improve in accordance with the context of the community. The sample group was community leaders, 100 elderly people. The questionnaire was preparation to support the aging society. Data were analyzed using descriptive statistics.

The results showed that the sample group's preparation to support the aging society was at a moderate level, 38.41%, but considering each aspect: It was found that the social aspect was at a good level of 72.31% and health at a moderate level, 61.57% and 57.30, respectively, while the economy was at a low level of 68.53%. The system and mechanisms to support the aging society of the local administrative organizations found that there were activities/projects and supporting budgets for operations for improving the quality of life of the elderly. Developing activities with participation to support the aging society, including: Saving money at working age, Saving trees, Adjusting the living environment and the development of parks to support the aging society. Most of the problems and obstacles in preparing for the aging society were caused by lack of career promotion for the elderly, Optimizing the environment for the elderly and saving money for the future.
