การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาสภาพปัญหาแรงงานข้ามรัฐในเขตเศรษฐกิจ พิเศษของจังหวัดมุกดาหาร (2) เพื่อศึกษาประสิทธิภาพในการบริหารจัดการกับแรงงานข้ามรัฐในเขต เศรษฐกิจพิเศษ และ (3) เพื่อศึกษาแนวทางนโยบายการบริหารจัดการแรงงานข้ามรัฐในเขตเศรษฐกิจ พิเศษ ผู้วิจัยได้แบ่งลักษณะของการศึกษาวิจัยออกเป็น 3 ตอน ได้แก่ ตอนที่ 1) การศึกษาวิจัยด้วย การใช้เครื่องมือวิจัย คือ แบบสัมภาษณ์เชิงลึกและการจัดเวทีเพื่อได้องค์ความรู้และเข้าใจในบริบท สภาพปัญหาแรงงานข้ามรัฐและการเปลี่ยนแปลงที่เกิดขึ้นในพื้นที่เขตเศรษฐกิจพิเศษจังหวัดมุกดาหาร ประชาชนกลุ่มตัวอย่างจำนวน 50 คน วิเคราะห์ข้อมูลด้วยพรรณนาวิธี ตอนที่ 2) การศึกษาวิจัยด้วย การใช้เครื่องมือวิจัย คือ แบบสัมภาษณ์เชิงลึกและการจัดเวทีสัมมนาเกี่ยวกับประสิทธิภาพและ แนวนโยบายการบริหารจัดการแรงงานข้ามรัฐในเขตเศรษฐกิจพิเศษจังหวัดมุกดาหาร ประชากรกลุ่ม ตัวอย่าง จำนวน 20 คน ซึ่งสามารถวิเคราะห์และจำแนกผลของการศึกษาวิจัย และ ตอนที่ 3) การศึกษาวิจัยด้วยการใช้เครื่องมือวิจัย คือ แบบสัมภาษณ์และจัดเวทีสัมมนาเกี่ยวกับปัญหาและ อุปสรรคต่อนโยบายการบริหารจัดการแรงงานข้ามรัฐในเขตเศรษฐกิจพิเศษจังหวัดมุกดาหาร ประชากรกลุ่มตัวอย่าง จำนวน 20 คน การวิเคราะห์ข้อมูลด้วยพรรณนาวิธี

ผลการวิจัย พบว่า

1) แนวทางการบริหารจัดการแรงงานข้ามรัฐในเขตเศรษฐกิจพิเศษจังหวัดมุกดาหาร สามารถจำแนกวิเคราะห์ออกเป็น 7 ประเด็นหลัก ดังนี้ (1.1) ด้านสิทธิความเท่าเทียมต่อการบริการ และสวัสดิการขั้นพื้นฐานด้านสาธารณสุขของแรงงานข้ามรัฐ (1.2) ด้านคุณภาพชีวิตและโอกาสใน การท างานตามกฎหมายของแรงงานข้ามรัฐ (1.3) ด้านกระบวนการการเคลื่อนย้ายแรงงานข้ามรัฐต้นทางสู่ปลายทาง (1.4) ด้านการส่งเสริมหุ้นส่วน ความมั่นคงและความร่วมมือกับประเทศต้นทางต่อปัญหาแรงงานข้ามรัฐ (1.5) ด้านกฎหมาย ระเบียบ มาตรการการคุ้มครองสิทธิเสรีภาพของรัฐต่อแรงงานข้ามรัฐ (1.6) ด้านบทบาทและความรับผิดชอบในการพัฒนาทรัพยากรมนุษย์ของรัฐต่อทักษะชีวิตของแรงงานข้ามรัฐ (1.7) ด้านกลไก วิธีการเปลี่ยนแปลงโครงสร้างของประชากรและนโยบายตลาดแรงงานของรัฐไทยที่มีอิทธิพลต่อแรงงานข้ามรัฐ

2) ประสิทธิภาพและนโยบายการบริหารจัดการแรงงานข้ามรัฐในเขตเศรษฐกิจพิเศษจังหวัดมุกดาหาร สามารถจำแนกวิเคราะห์ออกเป็น 5 ประเด็นหลัก ดังนี้ (2.1) ด้านระบบการบริหารจัดการฐานข้อมูลแรงงานข้ามรัฐ (2.2) ด้านกลไกมาตรการทางกฎหมายในการควบคุมและการป้องกันปราบปราม (2.3) ด้านกากรเปลี่ยนแปลงนโยบายทางการเมืองและหลักมนุษยธรรม (2.4) ด้านความมั่นคงของรัฐและการต่างประเทศ (2.5) ด้านการจัดระเบียบการพัฒนาเศรษฐกิจพิเศษพื้นที่ชายแดนจังหวัดมุกดาหาร

3) ปัญหาและอุปสรรคต่อนโยบายการบริหารจัดการแรงงานข้ามรัฐในเขตเศรษฐกิจ พิเศษจังหวัดมุกดาหาร สามารถจำแนกวิเคราะห์ออกเป็น 5 ประเด็นหลัก ดังนี้ (3.1) ด้านการบริหารจัดการแลการจัดระบบฐานข้อมูลแรงงานข้ามรัฐ (3.2) ด้านการควบคุม การป้องกัน และคุ้มครองสิทธิทางกฎหมาย (3.3) ด้านการก าหนดและการตัดสินใจนโยบายทางการเมือง (3.4) ด้านประโยชน์และผลกระทบต่อการบริหารเขตเศรษฐกิจพิเศษพื้นที่ชายแดนและความร่วมมือ ระหว่างประเทศ (3.5) ด้านโครงสร้างพื้นฐานและการก าหนดมาตรการการจ้างแรงงานข้ามรัฐในเขต เศรษฐกิจพิเศษจังหวัดมุกดาหาร

The research aimed to study ; (1) the problems related to the transitional migrant labour in the special economic zone of Mukdahan province ; (2) the efficiency and policies on the labor management in the special economic zone ; and ( 3) the problems and obstacles concerning the policy of the cross-border labor management in special economic zone in Mukdahan province. The research was divided into three parts. Part one : the research was conducted by using an in-depth interview and forum to acquire knowledge and understanding of the problems related to the transitional labor in the special economic zone of Mukdahan province. The simples number 50, and data were analyzed by a descriptive method. Part two : the research instruments were used an interview and a forum on the efficiency and policies on the labor management. The simples used in the section were 20 individuals, and Part three : the research instruments were used an interview and forum on the problems and obstacles concerning the policy of the cross-border labor management in the special economic zone in Mukdahan province. The samples used in the section were 20 individuals. And data were analyzed by a descriptive method.

The research findings were as follows ;

1) The way and management concerning the transitional migrant labor in the special economic zone of Mukdahan province could be categorized into seven issues; (1.1) equal rights to basic service and welfare on the public health, (1.2) life quality and job opportunities as per the cross-border law, (1.3) movement of the crossborder labor to the state of destination, (1.4) promotion of partnership, security and cooperation with the country of origin, (1.5)laws, regulations, and measures to protect rights and liberty on the labor, ( 1.6) roles and responsibilities of the government in developing human resources and life skills, and (1.7) mechanism and methods to changes of the population structure and labor market which influenced the crossborder labor.

2) Efficiency and policies of the management of the transitional migrant labor in the special economic zone could be classifies into five aspects; (2.1) management of database of the cross-border labors, (2.2) legal measures to control and prevent, (2.3) political policies and humanitarian principles, (2.4) state security and foreign affairs, and (2.5) order for the development of the special economic zone in Mukdahan province.

3) The problems and obstacles concerning the policy of the transitional migrant labor management in the special economic zone in Mukdahan province could be classified into five aspects; (3.1) management of the database of the cross-border labor, (3.2) control, prevention and protection of legal rights, (3.3) regulation and political decision, (3.4) benefits and impacts on the administration of the special economic zone and international cooperation, and (3.5) infrastructure and measures to employ the cross-borders in the special economic zone as per the international standards.
